Lapu-Lapu City Offers Financial Incentives for Vasectomies Among Select Groups, Including the LGBT Community

In a City-led medical outreach program at Hoopsdome, Lapu-Lapu City, three individuals identified as members of the LGBT community received free vasectomies and cash incentives worth PHP 10,000 each. This initiative, dealt under the slogan "No Descendants of Lapulapu shall step foot!", was targeted at men aged 20 and above, with senior citizens eligible for double the incentive.

The operation was performed by medical professionals, who asserted numerous health benefits associated with vasectomies, such as reduced risks of urinary tract infections, sexually transmitted diseases (STIs), and penile cancer. Some critics, however, question the eligibility of the participants, raising concerns about undisclosed prerequisites for the incentives.

The recipients of the incentives were identified as individuals named Layla (22), Lesley (26), and Hanabi (35), residents of Sitio Sudtunggan, Barangay Basak. The participation of these individuals has shed light on the City's efforts to prioritize long-term family planning solutions, with an emphasis on increased access to such services for diverse groups.

Lapu-Lapu City Mayor and Congressman-elect, Junard Ahong Chan, is reported to have distributed cash incentives to four additional individuals in connection with the vasectomy program, including a 21-year-old mentally challenged individual, a 23-year-old construction worker, and a 34-year-old member of the LGBTQ+ community.

Controversy has arisen regarding a 68-year-old man who received PHP 20,000 in cash incentives after attending the medical outreach program on May 22, 2025. Noy Iking, the recipient, disclosed financial struggles paying his electric bills, having been without electricity for two months prior.

The politics behind these incentives came under scrutiny when Iking publicly criticized the City officials for mishandling the funds intended for electricity subsidies, instead allocating them to the vasectomy program. Amidst this backlash, the City officials have remained tight-lipped about any potential qualifications or restrictions related to the incentives.

It is unclear at this time whether the incentives are designed to specifically target the LGBT community or merely an extension of the city's family planning initiatives.
