In Lower Bavaria, Germany, a doctor is currently in custody following allegations of issuing fake measles-mumps-rubella (MMR) vaccination certificates to 1,290 patients, primarily minors. The investigation, led by the Public Prosecutor's Office, has uncovered a significant case of vaccine fraud that has raised concerns about the validity of vaccination records in the region.
The doctor's arrest, which took place on Tuesday following a warrant issued by the Nuremberg Local Court, is connected to a broader issue of vaccine fraud, which has been reported as part of larger healthcare fraud schemes worldwide. For instance, in the United States, artificial intelligence has been used to create fake consents and fraudulent claims in Medicare systems, leading to billions of dollars in losses[1].
The Measles Protection Act in Bavaria mandates that all children and young people who attend a daycare center or school, as well as employees born after 1970 in such community facilities and medical facilities, and people living in communal accommodation for asylum seekers and refugees, must be vaccinated against measles. However, the case in Lower Bavaria highlights the potential for individuals to bypass these regulations by obtaining false vaccination certificates.
During the investigation, 88 search warrants were issued at the homes of individuals who had presented false vaccination certificates to the authorities. Among the cases were children who lived far from the doctor's practice and were usually treated by a pediatrician. Instead of the accepted certificates, vaccination certificates issued by the accused doctor were presented.
The accused doctor is also alleged to have billed these fake vaccinations to the Bavarian Association of Statutory Health Insurance Physicians, unlawfully obtaining around 20,000 euros. During the searches, documents and data carriers were secured from the suspect's residence.
