New Federal Drug Czar Signals Cautious Approach to Controversial Policy Issues

In a recent government reshuffle, renowned physician Hendrik Streeck has been appointed as the new Federal Government Commissioner for Addiction and Drug Issues, a role often referred to as "Drug Czar." Streeck, a CDU member of parliament and the director of the Institute of Virology at the University of Bonn, assumes this position from SPD politician Burkhard Blienert.

The appointment comes alongside that of Katrin Staffler as the new Federal Commissioner for Care and Stefan Schwartze as the Federal Commissioner for Patient Affairs, all residing within the Federal Ministry of Health. According to Health Minister Nina Warken, interactions with all relevant parties are crucial for health policy, particularly in matters such as drug policy, where the debate can become emotionally charged.

As the new Federal Drug Commissioner, Streeck's primary task is to unify addiction and drug treatment policies across Germany's federal states, currently operating with autonomy. His aim is to develop national standards and policy coherence, which would strengthen integration between addiction treatment, care services, and patient advocacy.

One contentious policy area likely to be addressed during this legislative period is cannabis legalization. The Union and SPD have plans for an "open-ended evaluation" this fall. A first evaluation was already anticipated in the legalization law, permitting recreational cannabis use for adults with restrictions since April 1, 2024.

While Streeck acknowledges research indicating that cannabis may impair brain development, especially in adolescents, potentially increasing susceptibility to mental disorders, he also believes in self-determination and the principle of proportionality. His nuanced stance might favor legalization under strict conditions, with particular emphasis on prevention for young people.

In his new role, Streeck needs to balance evidence-based harm reduction with political realities while adhering to the coalition government's decisions. He is likely to prioritize protecting vulnerable populations while preserving individual freedoms, a challenge he aims to tackle with his medical background.
