Large Amount of ASICs (Around 14 Million Units)
The ASL 1 Imperiese has initiated a series of requalification projects aimed at improving medical services within its jurisdiction. The projects focus on sectors such as anesthesiology and intensive care, internal medicine, psychiatry, cardiology, physical medicine and rehabilitation, emergency medicine, gynecology and obstetrics, and assistance for prison inmates.
Project Purpose
The primary objective of these requalification projects is to enhance the quality, efficiency, and coverage of medical services in various sectors. This includes upgrading facilities, modernizing medical equipment, and refining organizational workflows to better meet patient needs.
Budget
The total budget allocated for these requalification initiatives reaches several million euros. This funding covers infrastructure upgrades, technology acquisition, staff training, and contractual agreements for additional medical personnel.
Sectors Involved
The projects will focus on the following sectors:
- Emergency Medical Services (EMS)
- General Medicine and Specialist Outpatient Clinics
- Hospital Inpatient Care Units
- On-Call Medical Services for urgent and after-hours care
Contract Details for On-Call Doctors
ASL 1 Imperiese has established contracts to hire on-call doctors to ensure continuous medical coverage outside regular hours. Key contract details include:
- Contract Type: Fixed-term contracts for specialized medical personnel with flexibility for emergency call-ins.
- Compensation: Remuneration based on a predefined hourly rate for on-call duty, aligned with regional health authority standards. For a 12-hour shift of on-call availability, a rate of 80 euros is provided, with additional hours worked being added to this rate.
- Responsibilities: Immediate availability for patient consultation, urgent care interventions, and hospital admission decisions during on-call periods.
- Duration and Renewal: Contracts typically span one to two years with possibilities of extension based on service needs and performance.
Other Contractual Details
- The minimum turnover required for economic operators in the last three years is 2 million euros to ensure experience and competence.
- The ASL reserves the right to not award the tender if medical services are covered by hiring employees or signing free-lance contracts.
- The contracts for outsourced medical services last one year with the possibility of early termination or extension. The ASL can increase or decrease the contract value by 20% and renew it for an additional year.
Recruitment Challenges
The decision to outsource these services is due to difficulties in replacing and recruiting medical directors, even on a contract basis. Multiple recruitment procedures have been carried out since 2021, but they have not been sufficient to achieve the organizational level needed to ensure continuous service and quality standards.
Limited Hires
In the last year, limited hires have resulted from numerous calls in disciplines with critical issues and for prison assistance. The expected needs for each sector are as follows: anesthesiology and intensive care - 63 shifts per month, internal medicine - 11, psychiatry - 61, cardiology - 50, physical medicine and rehabilitation - 25, emergency medicine - 144, gynecology and obstetrics - 128 (108 shifts with on-call availability), medical surgeon (prison assistance) - 25.
These requalification measures aim to improve patient outcomes, reduce waiting times, and expand healthcare accessibility in the Imperia area.
