Dortmund City Council to Reinstate Gender Equality Committee

In a significant step towards promoting gender equality, Dortmund's City Council has approved a motion to establish a Gender Equality Committee. This new committee is set to play a crucial role in fulfilling the constitutional duty of ensuring equal opportunities at the municipal level.

The initiative for this committee originated from the AG Dortmund Women's Associations and civil society actors such as SLADO e.V. The aim is to permanently anchor equality as a central municipal political task.

Maresa Feldmann, the city's equal opportunities officer, expressed her delight at the decision. She highlighted the importance of the new committee being open and inclusive, with representatives from various sectors such as LGBTIQ, carrier organizations in the area of violence against women, and women's counseling centers.

Jenny Brunner, a council member, emphasized the necessity of the committee, stating that it is essential for the city to actively promote actual equality. Norbert Schilff, the first mayor of Dortmund, shared this sentiment, arguing that the state is obliged to do so.

However, not all council members were in agreement. Sascha Mader, a member of the CDU, expressed significant reservations about the establishment of such a committee, citing structural and organizational problems. Michael Kauch, a member of the FDP/Citizen List, also questioned the motion and criticized its preparation, structure, and focus.

Despite these reservations, the factions of the Greens, SPD, Left+, and The PARTEI saw more opportunities in the motion. They stated that equal opportunities are a fundamental democratic principle and a central prerequisite for a future-oriented city society. Fatma Karacakurtoglu, a member of Linke+, criticized the low proportion of women within the CDU's council faction and emphasized the importance of including everyone, especially women, migrants, and LGBTQIA+ persons.

The resolution does not immediately result in the establishment of the committee. Instead, the administration is to develop a concept that can be presented to the next council for decision. The goal is to integrate external expert knowledge, as in other committees, in the sense of gender mainstreaming - a strategy aimed at promoting the equal treatment of women and men in all social areas.

The establishment of an equal opportunities committee will be decided by the new council based on the concept to be developed. If approved, the committee will monitor the implementation of gender equality laws and policies at the local level, advise and influence the City Council on matters affecting gender equity, and provide a structured platform for addressing gender disparities and proposing measures to combat discrimination or inequality.

By creating a Gender Equality Committee, Dortmund's City Council embeds constitutional commitments into its governance framework, facilitating ongoing compliance, promoting gender-sensitive policymaking, and actively addressing inequalities within the city's administration. This commitment aligns with the practices of other organizations and governmental bodies that institutionalize oversight and active promotion of equal opportunities through equality-based committee structures.
