In 2024, the Health Service Executive (HSE) received a significant increase of 135 protected disclosures, marking a 38% rise compared to the previous year [1]. These disclosures, which are made to report concerns about wrongdoing or malpractice within the HSE, primarily focused on patient health and safety issues.

Approximately one-third of the valid disclosures were related to the alleged endangerment of health and safety of patients or service users [2]. This indicates a pressing need for continued focus on improving the quality and safety of patient care within the HSE.

The responsible area with the highest number of disclosures was HSE Dublin and Midlands, with 15 cases [1]. The majority of disclosures, over 80%, were made by HSE employees, with the remainder coming from Section 38/39 workers [2].

Among the disclosures, 15 related primarily to alleged unlawful or improper use of funds, while 15 were related to oppressive, discriminatory, or behaviour that constitutes gross misconduct by a public body [2]. A total of 67 disclosures were deemed valid.

The HSE reported a reduction in waiting times for elective procedures and an expansion of community services last year [1]. Furthermore, fewer people were on trolleys in hospitals, suggesting improvements in patient flow.

HSE chief executive Bernard Gloster stated that last year marked "real progress" [3]. The HSE's focus for 2025 is to improve patient flow and continue to reform how care is delivered across seven days. The organisation also aims to significantly improve access for children and families to services, addressing the need for more support for children and young people in particular.

Ireland's population grew by approximately 100,000 people last year, reaching 5.38 million [4]. With the increasing population, particularly an increase of 37% in the number of people aged 65 and over since 2015 [5], the burden of chronic disease and cancer "remains high, particularly among older adults" [6].

The HSE aims to bring in new weekend work rosters for healthcare staff over the summer to address these challenges and continue to improve patient care in Ireland.
